Question About Remaking Character for Dusk

If we remake our current characters for Edge of Dusk, will we have to abide by the new-character rule? Or will we - if we have, say, two characters - be able to make two characters before starting back on the completed thread rule?

The creating characters rule will be changed entirely with the remodel. We are getting rid of completed thread rules completely and creating a character limit of 15 total characters. I have also created a WIP pending application board specifically for members who want to craft an app but are waiting for their finished application to be accepted. With the implementation of a character limit we hope to control the flow of crafted applications without forcing members to wait for a thread to be finished.

Edit: Members may purchase up to 5 additional characters.
