What counts as foster siblings?

So, with a second permanent queen who will be raising orphan kits, I’ve realized that the criteria for foster siblings is... nonexistent, and with the confusion with Quickpaw and Swanpaw, I’ve realized that I have a huge question. 

What counts as foster siblings?

Obviously if they are nursed together (like Cinderfeather’s first biological litter and her adopted kits, Frostpaw and Leafpaw), but other than that, it’s very vague. If the last kits that a queen nursed have grown up and become warriors, and then she takes kits in but does not nurse them, are they foster siblings? What if the mother of a litter is exiled or killed when the kits are old enough to remember her and the permanent queen takes in the kits? Would they still be considered foster sibs with the perma queen’s adult kits even if they know the perma queen isn’t their real mom? What if an apprentice sees their mentor as their parental figure? Would the apprentice then be considered foster siblings with their mentor’s kits? 

Id love to have a set definition, since I play Cinderfeather and she adopts many children

Just throwing in what I planned to do with Drizzlepelt / how I was looking at it with her... Obviously this isn't an answer to the question being asked, just where this character / my post was coming from.

So Drizzlepelt adopts, fosters, looks after / whatever you want to call it a number of different kits and young cats and whatnot. The extent of her involvement is wildly dependent on what the young cat needs / wants from her, so she doesn't tend to view herself as their actual mother unless they come to start calling her mom and obviously viewing her as such. Until that point, she's just sort of their caretakers. There's a big ole, Fireclan-approved professional gap there. Now early on when she had her own biological kits and was lactating, I said that she could have nursed kits alongside her own and that these kits would thereby be considered foster siblings with her sons. I later said that since she does NOT nurse and that her relationship with each young cat is v-different and complex that it's entirely possible that they can have a close relationship with her but not with the other cats that she's 'mommying' because she never really forces that whole sibling thing.

In my point of view, any current young cats she's watching over would probably NOT view her biological sons as their brothers due to the extensive age gaps and lack of involvement.

So! Again, not an answer to what you're asking, just throwing out the situation of the second permaqueen in question.

@silverfire12 , Heres my opinion on the question.

I think it will be up to the roleplayer and all the other characters involved. Personally I feel like if we defined this it would get too confusing. Just due to the fact that different characters see foster siblings/kits differently. Because one cat may really only be attached like they are their true kits if they nurse them. Like all the queens are supposed to work together and help watch the kits, I mean other than nursing. I can see now that I am typing this up why your asking all these questions. But here is my solution to you.

I think that the best way for you to keep track and keep all other members of the family involved is to make a list on your tracker or something. Im gonna used Cinder for an example:

Cinder's Family:
Names

Cinder's Foster Kits (she considers these kits like her own):
Names

Cinder's Raised Kits (she helped raise these kits but she doesn't consider them her immediate family) :
Names

As for the mentor and apprentice question I would say no, like anyone can feel like your parental figure in life and they may consider you like a child to them. Genetics wise that wouldn't make them unable to have kits with that mentor actual kits. So I wouldn't say foster siblings but more like parental figure.

But once again this is between the roleplayer's in the situation. And because its different for every person and their character I don't think defining it would be beneficial

I'd also like to add that staff reserves the right to shut down relationships of (maybe) foster siblings if we see it being incestuous (we have a rule explicitly against it so we must act cautiously)
