Willowstar officially announces her decision to view outsiders drinking from the lake as intruders.
Whispers breezed by her ears this greenleaf, and she found her Clanmates looking at her more often. It seemed that, for now, the attention moved away from her second litter and on to a more pressing topic: The drought.
WillowClan's warriors were worried, and as Queen, she held the power to speak the final word on the subject, to put her subjects' minds to rest.
Willowstar called out to her Clanmates, her voice soft and pleasant. She wanted this to be as painless as possible--she couldn't imagine anyone would actually disagree with her on this topic, unless, of course, it was Oaktalon. It seemed that the siblings disagreed far more than they agreed these days. Her pregnancy forced her to put off such minds, but now that her kits were romping about in the nursery, she had more time to think about how she would go about dealing with her dear brother.
"Everyone, I would like to announce to you all my official policy on the matter of the Clans' lack of water. Let it be known that WillowClan's lake is not available for use for any cat that resides outside of WillowClan's camp. We must reserve the water for our own friends and family. Should the drought get worse, we may find our lake dried up, and we'll be thankful then for the water we stored in our precious bodies now. Any outsider found drinking at our lake must be given the same treatment as any other outsider. If they refuse to leave respectfully, you have my permission to attack and inflict whatever damage is necessary to ensure they will not return," she said.
Oaktalon sat beside his sister under the Great Willow, his head bowed. Shame prickled his paws and disgust balled up in his throat. How could he be related to such a monster?
At the end, his head snapped up, his green eyes wide. Is she saying it's okay for warriors to murder intruders?

Pushing his morals down, Oaktalon turned away and dipped his head to his sister's announcement.
Maybe if someone else had the gall to stand up, he would too, but for now, he sat silent. The last thing he needed was to get the entire Clan against him, but how many of these cats lacked empathy? Oaktalon's gaze scanned the crowd, searching for just one face with an expression that mirrored his initial reaction.
